why the buyer cannot write a review
I noticed a buyer to buy a product in AMAZON.CO.UK,but she can‘t write a review
Amazon shows :“this account has not met the minimum eligibility requirements to write a review,If you would like to learn more about our eligibility requirements,please see our community guidelines“
May I ask what is the reason and how to make her leave a review???

Why is it that you have this communication from a buyer? Normally this would only happen if the buyer is known to you -- friend, family?
Do NOT allow friends or family to buy your product, and if they do -- they should not leave feedback or product review. If this behavior is detected you may lose your selling account.
Anyone may leave product review so long as they have met the minimum purchase requirement.

I am not sure how you would know that the person leaving the product review cannot leave one. But, in any event, in order to leave a product review, the reviewer must meet the Community Guidelines requirements. Per the link below, which is a part of the guidelines, the person must have spent $50 on Amazon.com, using a credit or debit card, in the past 12 months, to create reviews (including star ratings).
