You are talking to a forum with other sellers, not Amazon.
If you received this notification, then when were you charged the subscription fee? Amazon doesn't believe you were charged in the last 90 days. Therefore, there is nothing (in the the last 90 days) to refund.

Tatiana from Amazon here. I understand the response you received from support did not quite give you the information you needed so I wanted to provide some information and clarification for you. See below for some more specific information on monthly subscription fee for professional selling accounts:
- The fee is $39.99 and is charged on the day you enroll in your account.
- The professional selling fee can be refunded if you have not used any of the profession tools or benefits. If those tools are benefits were used at all then the fee will not be refunded
- Additionally, you are only eligible for a refund within 90 days of cancelling your account. I believe this is the information Seller Support was attempting to share. If it has been over 90 days since your professional selling account was cancelled then you are no longer eligible for a one-off refund.
