I have 3 units of a particular product in FBA
2 units - 1 month old
1 unit - 9 month old
If I were to create a removal order for one unit, should I assume that Amazon's system will select the oldest unit for removal?

Nope, not at all. That would be a bad thing to assume.
They will pick the one in the warehouse that is closest to your removal address since a removal order is flat rate.
