Returnless Item Settings and Still Get some items returned

We ship all of our own products from our warehouse and have our return less refunds set at $15. Question: How can we stop some of the customers who have been authorized the automatic return less refund to stop from sending us back the item. We then eat the freight back of course. I have checked our settings and all is good. We do not want them to send it back! Any help or ideas from the forum?

Just to ensure I'm following your question--you're requesting returnless refunds for items under $15, but your customers are returning the items in spite of knowing they don't need to, causing you unwanted freight charges. Is that correct?
