Amazon is starting with the wrong monthly subscription fee
2 months ago when I got my seller account approved and I downgraded from professional to individual plan with no listings, and a few days later Amazon started charging monthly subscription fees, my account dash. This error was observed on the board.
So I can see this errors on my seller account

The Monthly Subscription Fee charge on your primary charge method failed. Please update the existing charge method or add a new charge method using the 'Account Info' page to start selling. Once updated, please use the below button to initiate payment.
Problem with your Seller Account
You’re currently unable to add or edit listings because either the credit card on file is invalid or the credit card is in the process of validating, which could take up to 24 hours. Please ensure that you have a valid credit card uploaded in Account Settings.
After waiting for some days

As you requested, your monthly Pro Merchant subscription has been cancelled.
We will automatically modify your listings (if any) to apply the new fee schedule to your current listings. Your listings will continue to appear for sale on Amazon and you will be charged a $0.99 closing fee for each item sold. This fee will be in addition to referral fees and variable closing fees.
Your Pro Merchant subscription is cancelled
You can subscribe again at any time to enjoy the benefits of our Pro Merchant services. To subscribe, please go to your seller account Settings here:
Seller Central: Settings: Account Info: Selling Plan
And after raising the issue again
We understand that you are requesting a subscription fee refund. Your request has been declined because you have not been charged a subscription fee in the last 90 days.

But the problem still exists. Amazon has not resolved my issue.

When you register as a seller, you must enter a credit or debit card that will accept international charges and that has a valid billing address located in an eligible country. Your credit or debit card will be billed the monthly fee (if applicable) or USD 1 (excl. VAT) for purposes of validating the card. For more information, go to Registration requirements by country.
Use this tool to find out why your credit or debit card information might be invalid and to update your credit card.
We accept the following credit cards:
- American Express
- Diners Club
- Discover
- JCB
- MasterCard
- Visa
Note: We do not accept alternative charge methods, such as prepaid cards, gift certificates, checks, or online payment systems like PayPal.
Please make sure to update your buyer side as well with a real credit. A debit card will not suffice.
