I'm new seller. Today I received an email from AMZ asking me to update shipping cost. The item I sell is canvas, size 12x18, price 31.10 USD, shipping fee is 4.98 USD. Where is wrong? Thank you very much for your advice!

As @Seller_NbYSGJ8Tehgbv notes, it can be something that was entered wrong.
It can also be a case where Amazon has ridiculous expectations for the cost of shipping.
Go into your shipping template and look to see if there are any error messages.
For example, you MUST charge the same for every region of the country (for every shipping class) despite different costs due to distances. That is a holdover (hang over) from Amazon starting with BOOKS that were all sent Media Mail and the cost was the same no matter how far they traveled.
Since I ship a lot of items, how did you figure that a canvas that size could ship for $4.98 (MINUS the Amazon 15% to 20% fee which leaves you about $4.00?)
If I use your dimension with no added size for packaging (18x12x1 --est) and 8 ounces, going half way across the country, my discounted price for Ground Advantage is $4.55.
That does not include any costs for envelopes, padding, labels and so on.
Unless you are from China and getting their huge discounts you're losing money on shipping costs every sale you get.

Most problems on Amazon are caused by an unknown human error.
I, myself, had a listing suspended due to the word "AVENGERS" on my bullet points which was insane because I was selling a dog shampoo.
Turns out....my keyboard wrote AVENGERS by mistake (autocorrect) as was pointed out by the account health team.
Its possible that you may believe that your shipping is set to 4.98 USD but its important to double check all of this. There may be a decimal point in the wrong place. Amazon is not an easy platform to navigate through and its possible that your shipping rate is excessive by accident.
