Are Selling on Amazon Payment Accounts - Seller Central Accounts - the same?

My colleague is trying to open a Seller Central account but verification is failing for unknown reasons. They are a well established company selling on other marketplaces so it is a bit perplexing. The email confirms that the "...Selling on Amazon payment account could not be opened". But it is a Seller Central account that they are trying to open? Does anyone have any insight into the difference (if any) between Amazon Seller Central; Selling on Amazon Payment account - and an Amazon Pay account (the one that seller's can use to install a 'Checkout by Amazon' link on their independent website. The terminology is a tad confusing!

Would be massively grateful for any insight or advice! Thanks!!!

Seller Central is just the portal for sellers to access their seller account.

All our seller accounts are called "Selling on Amazon Payment Accounts" and if Amazon can't or won't open one for your friend then they don't have a seller account. What reason did Amazon give for not being able to open an account?

Amazon Pay is a checkout option for online businesses, which lets customers pay using their Amazon buying account.

Maybe need to check out Amazon's 'Seller University' - most info about accounts etc can be found there, with many videos etc.
