Amazon deliberately makes it nearly impossible to create an individual account. Last I knew the secret was a tiny bit of small print and a checkbox on the bottom of one of the pages. Many end up with the professional account.
From Seller Central, check Account Info
Check under Manage Your Services.
You probably need to change to Individual account.
That 99¢ fee you mention is per order. There is no monthly fee on the individual plan. The per order fee is in addition to all other order-related fees.

Thank you for your post. You can choose to downgrade your account from a Professional selling plan to an Individual selling plan, if you don't want to be charged a monthly subscription fee.

- On the Seller Account Information page, in the Your Services section on the left, click Manage.
- Note: If you don't see the option to modify your selling plan, you may need to close other accounts. Please see Accounts that require a Professional selling plan below before moving to the next step.
- On the My Services page, click Downgrade located in the Sell on Amazon section.
- Review the terms on the next page, then click Confirm Selling Plan Change to accept the terms and switch your plan
After completing the above steps, you will receive an email confirmation that will indicate your selling plan was changed.
