GS1/GTIN - Changes to Formula

Looking for some guidance from Amazon on what changes to a formula on a product would constitute a need to change the UPC for the product.

I have seen the GS1 standards, but there is a bit of grey area, and i am just looking to see if there is any information that can be provided.
