Horrible experience with Amazon MWS to SP-API Migration / Developer Profile

We use Amazon MWS to pass order information from Seller Central to our system (Business Central). We received notifications to fill out a Developer Profile application in our email inbox (among hundreds of other Amazon emails), and missed all but the 24 hour notice. There was no warning message in Amazon to let us know that - surprise, we won't be able to fulfill orders soon.

We filled out the application and it was declined, automatically revoking our MWS access. We put our account in vacation mode and filled out the application again with more detailed responses. It took one week to review before being declined. Finally, we made some changes to our policies and filled out the application again and it was approved after 10 days. However, this only gave us access to the roles in the SP-API and did not restore our Amazon MWS access.

Is there any way to get our access to Amazon MWS restored, or are we out of luck until our development team can migrate to SP-API?
