Why is it when I change an ASIN in Canada to seller fullfilled, it switches from FBA to seller fullfilled in USA?

This may depend on how those listings were created. If they are linked this may be why this is happening. I would recommend cutting a ticket with Seller Support. In addition I would also look into the Remote Fulfillment Program on Amazon.
This allows you to fulfill products to Canada and Mexico right from FC's in the US.
