If Amazon can't guarantee that the product will arrive within the Prime delivery promise, the Prime Badge won't appear.

There are a lot of different reasons that there might be limitations, including the amount of orders coming out of that location, or the limitations set by carriers or that there aren't Fulfillment Centers carrying the product that are close enough to the fulfillment address.

My advise to you is to contact seller support to see what the issue might be. If you are unable to get resolution through seller support, please let me know here so I can investigate.
