In order to add service providers to your account you need to add them as Authorised Partners and not secondary users.

You can do this by clicking on Global User Permissions link under the User Permissions heading on the same page. This will bring you to a page where you will be able to click on the Authorised Partners tab to add an authorised partner. There are limitations to what permissions can be granted to these users. If the permission you want to add is not available then it is possible it is only accessible to the account holder.

Please do not grant unknown users any other access to your account.
