A known scammer returned junks twice and still not banned, he made another order but amazon agent asked me to fulfil the order.

hi need urgent assist on this order. an known scammer made a new order, also its one day delivery. how is he not banned from amazon yet? i cant cancel from my side without a penalty. pls cancel this order and punish him, i dont want any order from scammers in future or il have to shut the seller account on amazon.
