How to apply in restricted category

I am trying to list a new product in Pet Food which falls under restricted category but cant find the required steps to apply for the category. Pls help

I want to sell our New Product in Pet Supplies, We have provided along with the invoices from supplier however Amazon Team rejects the it saying" Unable to verify Supplier details. Our Supplier is ISO-17088 & approved by 2 major central institutes, still Amazon can not verify them.
We have been following up with them since last 30 days but do not give proper solution.
We have left msg to call us back but they do not call us to clarify & help the seller.

Very strange response from Amazon team. We are not happy with the kind of revert.
Can some one help.
