Unfortunately, there is no such thing as applying for a Vendor Central account.
You have to be "invited" which is very misleading. Amazon is not inviting random people. Your brand must just sell very well on the Seller Central side and Amazon can then consider your brand for Vendor Central. If your brand is appropriate enough for Amazon to sell, they will send you an invitation to Vendor Central via the email address attached to your Seller Central.
