OTDR Report does not reflect the OTDR Percentage
Our OTDR percentage is 92%. Stating total tracked units is 1635, and compliant shipped units is 1507. However, when we download the report, there are only 65 shipments listed. And of course all shipments were shipped on time but USPS is killing us.

Hello @Seller_lvxiFhVgnjoMS. On-Time Delivery Rate without promise extensions is the percentage of seller-fulfilled items delivered to customers on or before the "Deliver by" date viewable on each order in Seller Central.
Please check the report's "Unit count" column to see whether those orders contain multiple units that add up to 128.

So the OTDR is based not on the actual shipment, but the actual quantities that we ship. What??? So I had one order for 40 items of a sku. Therefore, that one order is calculated 40 times to be late. So we have 99 orders that we ship qty of 1 item that arrive on time, but we have 1 order where the customer orders 30 of an item and is late. Our OTDR is 70% ??? That makes no sense to me.
