We sell handmade foam hats, and when I try to list on Amazon Canada and Mexico for FBA it gives me the below error.
ASINs have Import/Export restrictions that prevent the product from being sold in the selected country.
I have opened case ticket 14974333671 since March 20, 2024 and no response.
this is frustrating given that is just foam hats, so I am surprised of any restrictions - we ship these in our site to Canada every single day

The message tells you that there are restrictions in this country. DID you do a research on Google and on the governement's websites of these countries if this MAY be true?
You ship from your website using probably the local post services, and they basicly don't control anything. It's not in Amazon's interest to not let the sellers sell their products. So, I strongly suppose these are legal obligations Amazon is applying here.

In some cases, you will be unable to create an offer for an ASIN in a destination if there is no offer in the destination marketplace. An offer must be present in the marketplace to become available for same.
This may happen even when there are no restrictions for the Handmade team that would prevent you from selling these items through Remote Fulfillment.
Please confirm that there is an offer in the destination marketplace or if you need additional guidance.
