The short answer is yes. Some policy violations will impact all regions equally depending on the type of issue, as noted this was associated with a restricted product policy violation. The question I have on this is if you were specifically listing a restricted product or as a result of the account health rating?
Additionally, if the policy violation did not impact all stores, if one of your stores is deactivated, it can result in the deactivation of all other stores due to our code of conduct - multiple accounts policy.
