Hi! Give me some advice, who has encountered such problems.
The customer receives my products and, using Amazon's return policy, submits a request for a refund and creates a tracking number for the return of the goods.
But, he only creates a tracking number, but does not send the goods. 50 days have passed since the purchase. Amazon's terms - This item can be returned in its original condition for a full refund or replacement within 30 days of receipt.
As I understand it, he creates and registers a tracking number, but does not want to send the goods, but wants to get his money back and keep the goods for himself.
Why should I wait if Amazon policy provides for the possibility of refunds and goods within 30 days of purchase.
The generated tracking number shows that the goods were not sent and the expected return period has passed.

What exactly is your question? Is it if you should refund? And to be clear, Amazon will accept returns past the policy of 30 days (don't ask why, they just do).

Dominic from Amazon here, I would look to submit a Safe-T Claim. This is the help page for this Safe-T Claim.
The Seller Assurance for e-Commerce Transactions (SAFE-T) process allows you to file a claim for reimbursement when Amazon manual payment is required for your order. At Amazon’s sole discretion, you may be issued a reimbursement in cases where Amazon determines that you were not at fault.

We ALL have experience with initiated Returns that are never Returned.
First, Postage: You will not be charged for the Return Postage UNLESS the Return Label is actually scanned by the Carrier
Next, the Return sitting in your Return Request page: After 30 days have passed from the date the Return was initiated, IF the package has NOT been First-Scanned by the Carrier you can CLOSE the Return Request by clicking on the "COMPLETE" button. Then choose the Reason: Item Not Returned, put a comment in the comment section to remind you of the facts if later questioned, and then "Complete" (Close) the Return Request.
It will drop-off of your Return page immediately, and off of the Main Seller page soon after.
That is how you handle a Return that was NOT Returned.

If you are FBM, the buyer has 30 days from receipt of item to submit a return request. They have an indefinite amount of time to actually return it, although my non-returns usually disappear from my page after about 50 days. As noted above, do not refund if you don't get it back.
If you are FBA, Amazon can do whatever it pleases.

Well, that MAY be true in the area you checked...
BUT...
IF you search for the Amazon Restocking Fees page you will discover that Amaozn DOES allow for Returns AFTER the 30 Day limit, because Amazon clearly states that the Seller is allowed to charge a 20% Restocking Fee for items Returned after the Return window has expired, IF the item is Returned in Original Condition.
I would STILL "Close" (Complete" the Return after 30 Days using the Reason: Item Not Returned.
In all my years Selling here I only ever had ONE Return that was sent back AFTER we had closed the Return. Most people realize their error and move-on.

You go to manage returns -- click complete -- mark item not returned -- save.
All done.
You should do this for all returns that are more than seven days old.

This year got about 7 return requests. Only 2 actually returned it. The others might of wanted to see if they can get a refund without return.
I just let the returns sit there, this way I can see what everyone is doing. Will the buyer return it today? If its gone, I know they sent it back. After 50 days it falls off my screen. Most don't actually send it back.
I did have someone send it back after 8 months, then complained that he didn't get his refund. I explained it was over the 60 days, so they no longer have it as a return. He whined at me every 3 days, so I sent him a money order. It was $16.99. He needed it so much, & would be life changing if he didn't get it, so I told him I don't need anyone to be unhappy over $16.99.
I sent it to him and he never bothered me again.
