I have created a seller central account and paid $44 for the professional plan. So I haven't done anything, so no listing items, no earning. I need to study by myself and gain knowledge. However, will you refund my $44 if I didn't do anything. in the first month? If my account is created and I will not be using it, am I not to pay any fees? Thanks for understanding,

Amazon monthly professional account fees are applied if you sell anything or sell nothing.
If you don’t want to be charged monthly then downgrade your account to an individual type.

Once you downgrade, you can create a case and ask for a refund of pro fees if you've not used anything; although I'm afraid I can't help with the specifics.
But downgrade until you are ready to sell.

Switch to an Individual selling plan
You can choose to downgrade your account from a Professional selling plan to an Individual selling plan, if you don't want to be charged a monthly subscription fee.
- On the Seller Account Information page, in the Your Services section on the left, click Manage.
- Note: If you don't see the option to modify your selling plan, you may need to close other accounts. Please see Accounts that require a Professional selling plan below before moving to the next step.
- On the My Services page, click Downgrade located in the Sell on Amazon section.
- Review the terms on the next page, then click Confirm Selling Plan Change to accept the terms and switch your plan
