Who are you talking to? You have to close your own account, if it's active. If the account has been deactivated it will not ever be closed util you address the violation and get the account reactivated.
Depending on the reason of deactivation (if that is the case), you will not receive funds or inventory back.
Post the notice you received if deactivated.

If you have inventory in FBA, you will have to submit a removal or disposal order. There is a fee for this, but the only way to stop storage fees.
If you are on the Pro plan, downgrade to individual; this will stop the $39.99 monthly fee.
After that, you should not be getting charged; you can close your account, or leave it inactive in case you decide later that you are ready to sell.
But as pointed out, if there are IP violations, then Amazon will not return your products, and you cannot close the account, until the issues are resolved.

As noted by @Seller_nRFmxiQg4EGrw, If you are concerned with subscription fees, you can downgrade your account to an individual plan to prevent reoccurring charges, if you have FBA inventory you can request a removal order or disposal.
