Utility Bill verification failed; We were unable to verify the documents that you provided.

I had been registering seller central US for 2 months. I was facing the issue that you would not be able to sell on Amazon because Amazon could not verify my documents. i.e. Passport and Bank statement.
Reaching out to customer support helped me to create account
As soon as I logged in, I faced immediate deactivation of account within 15 minutes.
They asked me
To reactivate your account, please confirm that there is a valid credit card on file and submit one of the following documents:
-- A business license if applicable
-- A utility bill dated for piped gas, natural gas, electricity, piped water, mobile phone, fixed-line phone, or internet service
Being oversea and individual seller, I have utility bill options. I submitted bill from one of the internet service that was not popular even in my country, I was denied.
After so many unsuccessful attempts with 3 different documents(utility bills) I made research and tried to find the bill of service provider that would be easy to buy service and Bill is acceptable by Amazon.
I got suggestions of a Phone Bill. I bought connection and now trying to resubmit the bill but it's all against me. In the first attempts I was receiving response from Amazon more than 12 hrs. But Now I faced immediate decline notification within 1 hour.
"Why did this happen?
We were unable to verify the documents that you provided. "
I am from Pakistan and was trying with Pakistani details. The bill that people suggested me JAZZ postpaid Bill.
I attached a debit card with my Amazon.
Every time, While submission I wrote something like" Please verify the bill with the the relevant organizations before rejections , valid credit card is already on file.
Please note that the Bill has same name and address as in seller centre, within last 90 days, usage details given, due date, issuance date etc. mentioned

Amazon needs two things from you; a valid credit card on file and a valid utility bill that meets all their requirements.
You stated:

Then you stated:
"valid credit card is already on file."
A debit card is NOT a valid credit card and will be rejected. Amazon allows you to sign up with a debit card and will charge the Professional Fee to that card, but in order to SELL on Amazon, it must be a credit card.
Credit Card Policy:
- Is the credit card valid?
- Is there a minimum charge amount?
- Are you using a pre-paid card? (Note: Use of a pre-paid card is not accepted for a selling account.)
- Does the bank have a record of the charge attempt?
- Are there bank limits or policies that prevent the charge attempt from being authorized?
- Is there any incorrect credit card information entered? (Note: All the credit card information entered such as number, name, address, ZIP code, or expiration date must be an exact match with your card details.)
- Is this chargeable in the currency of the Amazon marketplace where you registered your seller account?
- Until the card verification problem is resolved, Amazon won't be able to process any payments for your account.

As for the utility bill, the requirements are:
All documents must match the below requirements:
- Be valid (not expired, revoked, inactive or closed).
- Be high resolution and unobstructed (clear, readable, visible and in focus).
- Be complete and not cut off from any sides (not angled or cropped).
- Be a scanned image or photo of the original document taken from your mobile device's camera.
- Display the full document (front and back, if applicable).
- Be less than 50MB in size.
- Be in one of these formats: TIF, TIFF, PNG, JPG, PDF, and JPEG. Do not include special characters in the file name (examples: $, &, or #).
- Be authentic and unaltered.
- Must not be password-protected.
- Be in one of these supported languages: Arabic, Simplified Chinese, Dutch, English, French, German, Hindi, Italian, Japanese, Polish, Portuguese, Spanish, Swedish, Tamil, Thai, Turkish, and Vietnamese.
- If your documents are not in a supported language, you must submit a notarized translation in a supported language along with the original document.
Scan and combine the original and the notarized translation into one document and submit.
All information on the utility bill needs to match exactly what you've entered into your Amazon account.

In your post, you stated you have submitted Internet and phone bills that have not been accepted. You may submit electricity, water, or gas bills as an alternative to already submitted documents. Since this issue appears to be tied with your initial account creation, any information sent in for approval will need to match exactly what you have on file.
One suggestion is to try uploading your documents using a different format. For example, if you first uploaded using a PDF, you can try a second submission using a JPEG file. You will also need to ensure the entire document has been submitted.
As you have also posted, a business license can also be submitted for approval.
