$200 VINE CREDIT - AMAZON'S DECEPTION

I am a young college student striving to make a living, and I'm appalled by the deception and fraud surrounding my $200 Vine Credits. These credits are active and available in my "New Seller Incentives" Dashboard. I have fulfilled all the conditions set by Amazon for these credits: Completed eligibility steps as a brand owner. Listed my first buyable ASIN as per Amazon's policy, the first $200 should be waived for enrolling ASINs into Vine. However, my bank account is being charged contrary to these conditions. I demand an immediate resolution, adhering to the terms specified by Amazon.
