A-Z Claim (INR) decision: email buyer a return label

We have a buyer who opened an INR A-Z claim for a package shipped with Amazon by shipping that has been delayed in transit. In the end, the package was delivered.

The buyer never opened a return request nor requested to return via buyer-seller messages.

However, we received a notification from Amazon stating that the buyer was unable to print the return label provided for the order, and we must email them a return label within 72 hours. If not, our account will be debited. This notification came within the context of an INR A-Z claim.

Given that the item was delivered successfully, and the buyer never requested a return label, why do I need to provide a return label via email? And what should I do if the buyer says they can't download the attachment from the email?

also, did the package receive a "RECEIVED by carrier" scan within the ship-by window? Note, that is not the first scan (Carrier picked up package), but a scan that shows it's in their hands)
