I could find this same error "No Reference Price available" on this help page.
In this case if the coupon is rejected, recreate the coupon making sure the discount percentage meets the eligibility criteria.
If the coupon is active but the ASIN is suppressed because of this error, the coupon for this ASIN will be reactivated automatically within approximately 24 hours after the ASIN meets this eligibility rule again.

FACING THE SAME ISSUE SINCE A COUPLE OF WEEKS. The Amazon Seller Support TEAM HAS NO EXPLANATION FOR THIS. TODAY I TALKED WITH THEM AGAIN, AND THEY REESCALATE THE ISSUE TO THE UPPER TEAM. NO IDEA WHEN WILL IT BE SOLVED. BUT WITH THE SAME COUPON SETTING, I HAVE RUN BEFORE FOR A YEAR. NEVER ANY ISSUE.
